Ordinance answers questions about Hong Kong building regulations with clause-level citations from official documents. The interface is intentionally minimal, but the pipeline behind it is not.
Source coverage
Codes of Practice
Fire safety, structural steel, concrete, foundations, wind effects, demolition, site supervision and more.
Practice Notes
Guidance for Authorized Persons, Registered Structural Engineers and Registered Geotechnical Engineers.
Legislation
Buildings Ordinance, Building (Planning) Regulations, fire safety legislation and related statutory material.
Design Manuals
Barrier-free access, energy efficiency, environmental assessment, fire engineering and housing guidance.
Pipeline
The system ingests PDFs from official sources, preserves document hierarchy during chunking, stores embeddings in PostgreSQL, retrieves with hybrid search, reranks for relevance, and streams an answer from grounded context.
Ingestion: PDFs are fetched, parsed and split while retaining section hierarchy.
Retrieval: Vector similarity and keyword search are fused for stronger recall.
Generation: The answer is streamed with exact clause references where possible.
Verification: Citation and faithfulness checks reduce unsupported claims.
Safety and quality
Queries pass through prompt-injection detection, and the answer pipeline tracks citation accuracy, phantom citations, uncited claims and overall grounding quality.
Freshness
The corpus periodically checks official sources for content changes using hashing so new or amended material can be re-ingested when required.
